Why test with Delaware or Oregon first?
Only Delaware and Oregon have zero sales tax across their entire territory with no local exceptions, so the “tax-free” outcome is fully deterministic. Alaska and Montana allow local taxes in some municipalities — which makes them useful precisely for testing that branch.

Why does my test still calculate tax with one of these addresses?
Most platforms compute tax from the full shipping address: the city, state and ZIP must belong to the same state, otherwise the calculation can fail or misfire.
